PROFESSIONAL WORK

For over 40 years, Mike Brearley has been dedicated to local government civil engineering. With a career in local government spanning three decades, and 12 years in consulting, Mike has worked at all levels of local government engineering. From a Junior Engineer to Director of Infrastructure and Acting General Manager, Mike knows what is required from each role to effectively deliver local government programs and projects.

Mike worked in Local Government for +30 years, with career highlights including being appointed Acting General Manager of Wingecarribee Shire Council, the Director of Technical Services responsible for the award winning Resource Recovery Centre, and the Project Manager for the East Bowral Northern Precicnt Civil Works project and Central Library/Area Health Centre. Mike was also the Project Director for preparation and implementation of emergency arrangements during a crisis of blue-green algae, and implemented several improvement programs, including tendering procedures, project delivery, proactive asset inspections, and Strategic Business Plans for Sewer & Water.

For the last twelve years, as Mike Brearley and Associates, Mike has provided services for regional councils across New South Wales. His work in preparing of Business Cases and Grant Applications have resulted in grants worth $50 million for Bogan Shire Council, Cobar Shire Council, Cobar Water Board, Narromine Shire Council, Gilgandra Shire Council, Warren Shire Council and Kyogle Shire Council. His efforts in developing innovative solutions for small Councils within very constrained budgets is well recognised across the industry.

  • Procurement, Contract Administration, and Project Management for Wingecarribee Shire Council, Wollondilly Shire Council, Goulburn Mulwarre Council, Cobar Shire Council, Coonamble Shire Council and Cootamundra Gundagai Regional Council.

  • Auditing water & sewerage performance reporting of the 11 Councils in the Central NSW Joint Organisation

  • Preparation and presentation of a Strategic Business Plans for Narromine Shire Council, Coolamon Shire Council, along with a Strategic Plan and Regional Strategy for the Lower Macquarie Water Utilities Alliance  

  • Technical Advisor to the Nyngan Cobar Water Security Project.

  • Consulting for the Cootamundra Gundagai Regional Council Asset Management Improvement Project, and the Orana Regional Asset Management Initiative

  • Preparation of Service Level Agreements for Shellharbour City Council and Singleton Councils

SIGNIFICANT PROJECT EXPERIENCE

Matt's experience has been primarily in civil subdivisions, infrastructure, and bulk earthworks. Most notably, Matt project managed the civil subdivision and infrastructure relocations and upgrades servicing a new major shopping centre in a busy urban precinct. Works included the construction of multiple public roads, six intersections, a private road, the augmentation of traffic signals and the installation of new signals, multiple land lots, the excavation of a dual-level apartment basement, as well as a high-risk 10-metre shotcrete and soil nail retaining wall.


As the project was in a built up urban area, there were many challenges, including working around telecommunications tower and cabling, overhead and underground power lines, tram lines, traffic signals, large diameter water and gas mains, as well as asbestos stormwater drainage lines. This required coordinating with multiple authorities and adjancent contractors, under tight time constraints and with often contradictory requirements, all while managing the needs of the client.


Works were completed on time and to a high standard of quality, such that the project has been nominated as a finalist for the CCF Earth Awards for excellence in Project and Construction Management.
